DAMASCUS - The Ministry of Social Affairs and Labor in the Syrian Arab Republic announced the issuance of Decision No. 2744 dated July 3, 2025, licensing the Hassan Abdul Qader El-Ali Foundation for Relief, Development and Charitable Works to officially operate in Deir Ezzor province and all other Syrian governorates as a non-profit civil society organization concerned with community development, relief and charitable works.

The Foundation is categorized under the field of: Social Services - Education and Empowerment, and aims to support various community groups through a range of initiatives and programs that include:

  1. Contribute to supporting the education sector through research, educational, and applied programs.
  2. Contribute to supporting the health sector through health and community projects.
  3. Supporting and empowering disadvantaged groups, providing social welfare, supporting displaced families and people with disabilities, and caring for the elderly.
  4. Strengthening the business sector supporting social services and developing non-profit development initiatives.
  5. Carrying out charitable works that serve the needy.
  6. Strengthening social empowerment services for the family by developing community counseling programs and social recovery and psychological support programs.

The launch of the foundation comes as part of efforts to support the local community and encourage community initiatives that contribute to building a cohesive and solidarity-based society.

This initiative is not the first of its kind for Hassan Abdul Qader El Ali, who has been providing humanitarian aid for more than forty years individually. Today, HADF Foundation is the fruit of those efforts, as it embodies his vision to expand the scope of charitable work and community development, and to continue the march of giving in an institutionalized and organized manner that serves a wider segment of the community.
